UPDATE: 9.3 is now available for everyone.
Apple’s current iOS 9.3 public beta release supports Verizon’s Wi-Fi calling. You can get it now and avoid waiting for the general release. Apple now allows anyone to sign up for their Public Beta program and it only takes 3 minutes to sign up, then you have to install the new profile and update. They do recommend making a full local back up first.
I was able to use Verizon’s Wi-Fi calling while in Europe just a few weeks ago and is worked great making and receiving calls while avoiding international calling fees (when on WiFi).
After you join, you can return here to follow these simple instructions.
Go to Settings
Scroll down to Phone (not Cellular)
Tap on Phone
Tap on Wi-Fi Calling under Calls
Tap on Enable
Wait several minutes to see VZW Wi-Fi appear at the top of your screen
